In a special Bloomberg report on Grand Theft Auto VI, Rob Nelson, co-director of Rockstar Games, revealed that the studio had to create a separate studio just to write and animate NPCs.
According to the executive, as they worked on the scope of the project and created the NPCs at Rockstar North itself, things got out of control. "The projections they were giving us were horrifying", the executive explained.
With that in mind, they set up a studio in Los Angeles with writers, producers, and directors who were exclusively responsible for creating NPCs. “I think when it became apparent that some areas weren’t going to make it, that’s when we decided to make the shift of date. We could hit that schedule, but it won’t be the game we want to make."

The story of GTA VI takes place in an open world based on Florida, in the United States. Its setting is Vice City, a fictional version of Miami that debuted in the first GTA and later got its own game with 2002’s GTA Vice City.
GTA VI arrives on PlayStation 5 and Xbox Series X/S on November 19, 2026. A PC version has not yet been announced.
